Green tariff, certificates named

A renewable tariff that names the instrument behind it: certificates retired for the site's consumption, a guarantee of origin, a power purchase agreement. The name is what lets the market-based conditions be tested; the price is usually fixed, so the tariff pays nothing for flexibility, and the instrument is the thing the auditor asks to see.

How the register reads it

Pays for flexibilitydoes not pay: the tariff charges the same at every hour, so a line on it reads tariff does not pay however controllable the load; the contract end date is the moment that changes.
Market-based figureA contractual instrument is named: the market-based conditions of Annex E can be tested against it (attributes conveyed, unique claim, tracked and retired, matching period, same market), and where they hold the market-based figure is reported separately beside the location-based one.

AASB S2 P30 Reasonable and Supportable Information for Risk and Opportunity Metrics

Use all reasonable and supportable information available at the reporting date without undue cost or effort when preparing the transition risk, physical risk and opportunity metrics.

ISO 14064-1 part 1, E.2 E.2 Treatment of imported electricity

Emissions from imported electricity consumed shall be quantified by the location-based approach using the emission factor that best characterises the pertinent grid (dedicated line, local, regional or national average consumption mix), preferably for the reporting year; indirect emissions such as transmission losses and upstream processes should be quantified and reported separately; a market-based approach may be used where contractual instruments meet the quality criteria (convey the generation attributes, unique claim, tracked and retired, matching period, produced within the country or interconnected market; SIDS exempted from the interconnection test), and such transactions shall be documented and reported separately; the same applies to imported heating, steam, cooling and compressed air.

Establish and implement criteria for evaluating energy performance over the planned or expected operating lifetime when procuring energy-using products, equipment and services expected to have a significant impact on energy performance; when procuring products, equipment and services that have or can have an impact on SEUs, inform suppliers that energy performance is one of the evaluation criteria; where applicable define and communicate specifications for ensuring the energy performance of procured equipment and services and for the purchase of energy.
